Comprehensive engineering technology transfer

A client must undergo a number of phases before one can acquire sufficient knowledge to develop satellite systems without the need for foreign expertise.

i. Preliminary analysis (~12 to 18 months)

ii. System definition (~18 to 24 months)

iii. Detailed design (~24 to 36 months)

 

A continuous program may result in completion of all three phases in a reduced period; perhaps 24 to 30 months.

A number of companies that incorporate satellite engineering know-how transfer as part of their package, have been known to only offer "preliminary analysis" and to the unsuspecting client, the training program is far from adequate. Our company ensures that all phases are integrated into the training package offered to all clients. This comprehensive package can ensure completion within 30 months, instead of the standard 36 months.

But don't be fooled. It is important to note that even if a satellite supplier offers all three phases, it is very unlikely that any commercial company will freely give the client their control algorithms or software required to control the satellite system. Software is often the most restrictive component of any satellite system and falls under intense export control restrictions. The client is there placed with two options;

i) procure a licence agreement from the satellite supplier or

ii) develop ones own control algorithms.

Either way, our company's philosophy is to remain true to the client's requirements and protect its interest while at the same time encouraging suppliers to become technology partners, not just remain technology providers.

To this end, our company devised an industry unique system whereby a phased approach will be implemented by our appointed satellite supplier that lasts over the period of several years and ensures a continued flow of knowledge, expertise and satellite components. The 'weaning' process leaves the client with comprehensive knowledge of how to;

i. manage of satellite projects

ii. design satellite sub-systems

iii. procure satellite components

iv. develop, test and evaluate

v. assemble, integrate and verify satellites

Most satellite suppliers will provide excellent turn-key services but with insufficient training to allow clients to 'go it alone'. From conversing with a number of participants of previous know-how programs, we came to the conclusion that there's a lot of resentment with this approach hence the reason why the methodology employed by our company is one that ensures client participation in the requirement stage so in our approach, the client dictates what the supplier should give, and not what the latter wishes to provide the former.
